Upsurge in killings in Balochistan

Pakistan's government should immediately act to end the epidemic of killings of suspected Baloch militants and opposition activists by the military, intelligence agencies, and the paramilitary Frontier Corps in the southwestern province of Balochistan, Human Rights Watch said today.
Across Balochistan since January 2011, at least 150 people have been abducted and killed and their bodies abandoned - acts widely referred to as "kill and dump" operations, in which Pakistani security forces engaged in counterinsurgency operations may be responsible. Assailants have also carried out targeted killings of opposition leaders and activists. Human Rights Watch has extensively documented enforced disappearances by Pakistan's security forces in Balochistan, including several cases in which those "disappeared" have been found dead. U.S. should have unified Pakistani stance

The White House's decision to distance itself from U.S. Navy Adm. Mike Mullen's criticism of Pakistan for harboring terrorists could seriously hurt the U.S.-Pakistan relationshipwithout improving counter-terrorism efforts, experts at the Council on Foreign Relations said.Daniel Markey, a senior fellow for India, Pakistan and South Asia at the Council on Foreign Relations, said Wednesday that Mullen's statement's implied an ultimatum: If Pakistan doesn't take significant steps to counter the threat posed by the Haqqani network and sever its ties with the network, the United States would be prepared to escalate its actions to combat the group.

Markey said he was surprised that the White House didn't back Mullen's comments.

America loses patience with Pakistan

Relations between the US and Pakistan have reached a breaking point.

Admiral Mike Mullen, regarded as one of the most pro-Pakistan officials in the US government, has informed the Senate that the Haqqani network – a Taliban-linked insurgent group – is a “veritable arm” of the ISI, Pakistan’s intelligence service. “With ISI support,” said Mullen, the Haqqanis had bombed the US embassy in Kabul earlier this month. For the first time in history, an ally – one which has taken $22 billion of American money since 2002 – stands accused of committing an effective act of war against the US.

Security forces be stripped of powers in Balochistan: Asma

QUETTA: Supreme Court Bar Association President Asma Jehangir has challenged the authority of the security forces in Balochistan, saying the forces be stripped of powers in the best interest of the national integrity and solidarity.

Addressing the Balochistan High Court Bar members on Tuesday, she referred to the dominating role of the security forces in the province, which she said were undermining the authority of the elected government.

Balochistan Bar Association, BNP protest against Abdul Salam's murder

Balochistan Bar Association boycotted the proceedings of courts in all the districts of the province against the killing of Advocate Abdul Salam, reported Express 24/7Thursday.

Balochistan National Party (BNP) announced ten days of mourning and took out protest rallies in Quetta and other districts of Balochistan against the killing of the advocate who was also a leader of BNP.

A shutter down strike was also observed in Khuzdar district on the call of BNP on Thursday and a similar strike will be observed in Sibi, Mukran, Naseer Abad and Jafarabad from September 30 to October 5.

Baloch Lawyer and political activist target killed in Khuzdar while driving his kid to school

QUETTA: Balochistan National Party former district president Advocate Abdul Salam was gunned down and his daughter sustained bullet injures near the Government Model High School Khuzdar on Wednesday, some 300 kilometres away from the provincial capital.
According to official sources, Advocate Abdul Salam, President of Jhalawan Bar Association was going home from his office with his child in an Alto car, when some unidentified armed men on a motorcycle opened fire on him in a civil colony area. Resultantly, he and his daughter received serious bullet wounds. The injured were taken to the District Headquarter Hospital. Abdul Salam succumbed to his injures before reaching the hospital and later the child was referred to another due to her serious condition.

QUETTA: Justice (r) Javed Iqbal said the commission tasked to recover missing persons would also investigate the discovery of mutilated bodies in Balochistan. Talking to media after addressing lawyers’ gathering at Balochistan High Court Bar Quetta on Monday, he said, “We first have to prepare an authentic list of missing persons as those who were jailed or engaged in fighting in Afghanistan are also included as missing persons.” “The commission will also open the cases of those missing persons whose mutilated bodies were found dumped in desolated places in Balochistan,” he said. Javed said he has been heading the judicial commission for the past four years during which 324 missing persons were recovered. UK terror suspects 'trained in Pakistan'

Six men have been charged with terrorism offences, including a suspected suicide bombing campaign, West Midlands Police have said.
The six, all from Birmingham and aged between 25 and 32, will appear at West London Magistrates' Court on Monday.
Irfan Nasser, 30, of Sparkhill, and Irfan Khalid, 26, of Balsall Heath, are accused of preparing for an act of terrorism, including travelling to Pakistan for training in terrorism, making a martyrdom video and planning a bombing campaign.
They are accused of constructing a home-made explosive device for terrorist acts and stating an intention to be a suicide bomber.

Pakistan using Haqqani network to wage 'proxy war' in Afghanistan

The United States has accused Pakistan's military of using the Haqqani network to wage a "proxy war" in Afghanistan, as officials in Washington ratchet up pressure on Islamabad to take on insurgent groups fighting Nato forces.

Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, said the country's Inter-Services Intelligence (ISI) agency had to sever all ties with the Haqqani militants.

His comments are the latest sign of a tougher, coordinated public line – echoed by Leon Panetta, US defence secretary, and Cameron Munter, Washington's ambassador to Islamabad in recent days – amid frustration at Pakistan's slow progress in moving on Haqqani bases along the Afghan border.

A former British Protectorate, Balochistan was granted independence in 1947 but invaded and annexed by Pakistan the following year. Ever since, it has been under military occupation and subjected to a terror campaign of kidnappings, disappearances, detention without trial, torture and extrajudicial killings and assassinations.
Widespread human rights abuses have been independently corroborated by recent reports from Amnesty International, Human Rights Watch and the Asian Human Rights Commission. They confirm that the Pakistani military and intelligence services are implicated at the highest level.

Pakistan Continues to target Baloch activists

Pakistan, September 19: Pakistan's spy agencies and security forces continue targeting political activists who want an independent Balochistan. In August 2011, Pakistan's security forces twice raided the house of Former Balochistan chief minister Mir Humayun Marri. Backed by the police, they planted arms and ammunition at his farmhouse as a part of bigger plot to kill him. While addressing the media Marri said the raids were a clear message that the security forces and the establishment could kill or arrest anyone in Balochistan in broad daylight without any fear of being held accountable. Marri is the son-in-law of Nawab Akbar Bugti, the leader of the Bugti tribe killed by Pakistani security forces in 2006.

The BBC's M Ilyas Khan in Islamabad says that responsibility for most attacks has been claimed by the Lashkar-e-Jhangvi (LJ) sectarian outfit, a predominantly Punjabi group with links to al-Qaeda and the Taliban.

Our correspondent says both police and the Shia community believe the mastermind behind most of the recent attacks was an LJ commander, Osman Saifullah, who was arrested in 2006 but escaped from a maximum security anti-terrorism prison in the cantonment area of Quetta in 2008.

Haqqani network receives protection from ISI, says Frank J Cilluffo, Director of the Homeland Security Policy Institute in the US

WASHINGTON: The Haqqani network, which is blamed for the recent attack on American embassy in Kabul, receives protection and support from the Pakistani spy agency ISI, an influential think-tank has told US lawmakers.
"They receive protection and support from facets of Pakistan's intelligence agency ISI, which continues to drag its feet on taking action against the Haqqanis because they see the network as a useful proxy to expand their influence and establish footholds in Afghanistan," said Frank J Cilluffo, Director of theHomeland Security Policy Institute at the George Washington University.

Iranian regime kills 3 young men in Baluchistan and Hanged 9 in Zahidan and Taibad

On the evening of Wednesday, September 7, a car carrying fuel with three passengers identified as Eqbal Dastfard, 25, Mohammad Zard Kouhi, 24 along with his 30 year old brother Adham Zard Kouhi were travelling in the Bam-Iranshahr road when they were targeted and shot by security forces. The young men all died on the spot in the ensuing fire after suffering severe burns and not receiving any help.

Bullet-riddled body of missing person found in Khuzdar

QUETTA: Another bullet-riddled body of a missing person was found in Zero Point area district of Khuzdar, some 300 kilometres away from provincial capital, on Monday, police said. The body was shifted to the Khuzdar District Headquarters Hospital where he was identified as Abdul Ghafoor Rodini. He went missing a month ago from Industrial town of Hub. “Ghafoor was abducted along with two other people, including BNP activist Nabi Baksh Mengal,” an official said, adding that the body of Nabi Baksh was found during the holy month of Ramazan near Hub town. The body was shifted to Hub for burial. The motive behind the killings could not be ascertained. Police said investigations are underway.

QUETTA: Human Rights Commission of Pakistan (HRCP) Balochistan chapter, on Saturday, expressed its serious concern over the increasing number of decomposed bodies of missing persons being recovered from different parts of Balochistan.
HRCP Quetta chapter Chairman Tahir Hussain Advocate and Zahoor Shahwani, while addressing a news conference, said that situation was going from bad to worse in the province, as security personnel themselves were not secure from attacks.

Protest rally held against the human rights violations in Balochistan at the 18th session of UN Human Rights Council in Geneva

A peaceful demonstration was held at the 18th session of the UN Human Rights Council by the Unrepresented Nations and Peoples Organisation (UNPO) and the Baloch Human Rights Council, on Thursday 15 September 2011 in Geneva , Plais des Nations ' Broken Chair square' to protest against the increasing number of human rights violations in Balochistan. 

The demonstration was aimed to raise awareness of alarming number of enforced disappearances, extrajudicial killings and arbitrary detentions that have been reported by Human Rights Watch, Amnesty International and the Human Rights Commission of Pakistan and prompt the international community to act. 

Baloch delegates from London, Europe and Scandinavia and other human rights activists took part in the event.

A parallel event took place entitled 'Climate of Fear: Enforced Disappearances, Extrajudicial Killings & Arbitrary Detention in Balochistan' between 12 to 2 pm at Plais des nations in Room 23.
